In the field of construction investment and programs and projects, in addition to defense projects, State Audit will audit 42 investment programs and projects, including many large projects, such as: Binh Phuoc Ethanol Factory Project; Project for Ninh Binh Fertilizer Factory; Investment project to build Hai Phong international gateway port; Investment project for the construction of Quang Ninh airport; Urban Transportation Development Project in Hai Phong City; PLTA Song Bung 2; Vinh Tan – Song May – Tan Uyen expressway 500KV line; Binh 1 Thailand thermal power plant; Ho Chi Minh City Environmental Sanitation Project – Stage 2.
The State Audit will also conduct 59 audits in the State Budget field including: Audit of the 2018 State Budget in the Ministry of Finance, Ministry of Planning and Investment; Audit management and use of public finance and public assets in 2018 in 13 ministries and sectors; Audit local budgets in 2018 in 45 provinces and cities under central authority.
In the coming year, the State Audit will conduct an audit of 12 activities, including: Management audits and district level budget use in 2018 from 4 districts, cities; 10 audit topics about investment activities, programs and projects using the state budget and 01 audit Implementation of Resolution No. 42/2017 / QH14 concerning the implementation of a bad credit pilot from a credit institution.
In the thematic field, State Audit will conduct 30 audits, four of which will be in various audits on: Management of imports and collection of export taxes, National Target for Sustainable Poverty Reduction Program 2016-2020, implementing financial autonomy mechanisms for public hospitals and implementing mechanisms financial autonomy for state universities; 26 topics about programs and projects in the field of social security and economic development; Management and use of land, mineral resources and environmental protection to evaluate the effectiveness of state capital management and investment efficiency in companies, companies and development investment funds. .
In the field of financial banking companies and organizations, aside from 3 companies included in the national defense and security sector, Audit State will conduct audits on 27 focal points, including Bank Negara, 21 Corporations and Public Companies. In addition, in 2010, State Audit will audit 12 focus points in the defense sector, including 9 focus points, estimated units, 2 companies and 1 investment project.
At the same time, eight focus points in the security sector, Party institutions were also included in the audit plan, including: mobile police headquarters; Command; Police Department for Fire Prevention and Rescue; 29 provincial and city police; 04 hospitals under the Ministry of Public Security; 09 companies under the Ministry of Public Security; National Bureau of Reserves and 25 provincial committees and city committees.
