The public area on Orchard Road will be designated as No Smoking Zone (NSZ) with smoking only permitted in the special smoking area (DSA) starting January 1 next year, after a delay of six months.

The angle of smoking in food retail companies in the zone will also be lifted before December 31, the National Environment Agency (NEA) said in a press release on Wednesday (November 28).

Until last Thursday, around 40 designated smoking areas were prepared. This includes Cathay Cineleisure Orchard, Hilton Singapore, and Orchard Towers.

"With strong support from the Orchard Road Business Association (ORBA) and various stakeholders, we have identified suitable locations and arranged DSA within NSZ to keep the main road inland in Orchard Road free from cigarette smoke," the agency said.

He added that the majority of the Designated Smoking Areas were around 100 to 200m apart to "facilitate smokers' compliance to NSZ and ensure adequate DSA distribution within a reasonable distance".

The NEA said it would take an advisory approach in the first three months of the NSZ Orchard Road launch.

"However, smokers caught smoking in existing smoking areas, such as closed networks and bus stops, will continue to face law enforcement actions. Those caught smoking in other public areas within the NSZ will receive oral warnings. However, smokers who repeatedly mock the law despite previous warnings can also issue fines, "he added.

Starting April 1 next year, law enforcement measures will be taken against all offenders who smoke in public areas within the NSZ, in addition to the DSA. Property owners are encouraged to demarcate the DSA and install direction signs on their premises, the NEA said.

"The NEA will monitor compliance with NSZ Orchard Road and improve law enforcement if needed. "Operators and managers of smoking places are also prohibited by law to ask smokers to stop smoking or direct them to the nearest DSA if they want to continue smoking," said the agent.

Increase NSZ awareness

The agency will increase publicity in the NSZ in the next few weeks to raise awareness about the smoking ban that will be implemented on January 1, with community volunteers already starting to involve the community in the police station.

Brochures that list the location of the DSA will be available at shopping centers and places for selling tobacco products. Signboards will be installed on lampposts and trash cans in the area.

Advertisements will also be installed at Orchard MRT, Somerset, Newton and Dhoby Ghaut stations, selected bus stops, and buses that surround Orchard Road.

"In order for foreign visitors to stay informed of NSZ, the NEA and the Singapore Tourism Board (STB) have included information about NSZ on the STB Visit Singapore webpage," NEA said.

Tourists who come will also be alerted through publication material displayed at entry points such as Changi Airport, Singapore Cruise Center and Marina Bay Cruise Center.
