"The chief minister will come from Shiv Sena. It goes away from 'Mahayuti' (Sena-BJP alliance) on the subject of the post of prime minister. It is our responsibility to respect his sentiments," Malik said.
At a meeting in Mumbai on Thursday, leaders of Congress, NCP and Sena prepared a draft CMP, which will be forwarded to the approval of top leaders from all three parties.
Speaking at a press conference, BJP head of state Chandrakant Patil said, "BJP is the largest single party, and with the support of the Independent, we have reached 119. With these calculations, the BJP will form a government."
Sena leader Sanjay Raut said the Maharashtra government would later be led by his party. MP Rajya Sabha responded to the question about whether his party would share key ministerial positions with the NCP and Congress.
"Whether it is a government party or an alliance, an agenda for governance is needed. There are infrastructure projects that must be advanced, (and problems related to) drought, not seasonal rain (must be addressed). Those who come with us are experienced administrators. We will benefited from their experience, "he said.
Regarding the apparent contradictions in forming an alliance with Congress, Sena's political rivalry to date, Raut said the country's oldest party leaders had contributed to the country's struggle for freedom and development.
Asked whether Sena would submit his request to Bharat Ratna to the Hindutva ideologist Veer Savarkar and accept a quota for Muslims, Raut avoided a direct answer and said, "We know the source of such speculation."
"Vajpayee (BJP supporter and former Prime Minister Atal Bihari Vajpayee) led the alliance of parties which gathered together in a minimum joint program. In Maharashtra, Sharad Pawar has led the government of the Progressive Democratic Front (1978-80) where Jan Sangh, the previous BJP Avatar, is a part, "said Raut.
The CMP draft focuses on farmers and measures to tackle unemployment, said a senior Congress leader in Mumbai. "Inclusive development and justice for all sections of society are the criteria we will live if CMP is approved by the leadership of the three parties," he told PTI, who asked not to be named.
Pawar is expected to meet Congress president Sonia Gandhi on November 17 in New Delhi where a final decision on forming a government is likely to be taken. Sena reached out to the NCP Congress for the formation of the government after her demands to share the position of chief minister and distribution of the same portfolio were rejected by the BJP, its pre-polling ally.
The BJP and Sena, who competed in the October 21 election in an alliance, won a majority of votes by winning 105 and 56 seats respectively, in an assembly of 288 members. Congress and the NCP, the pre-poll allies, won 44 and 54 seats respectively.
